Construction snapshot for December 2024 and January 2025

Construction works within the Town Hall Station precinct during December 2024 and January 2025 include:

  • underground build-out works across all sites
  • construction of above ground structures at the Flinders Quarter and City Square sites, including the City Square entrance canopy
  • reinstatement of the Collins Street southern footpath near the site entrance
  • Campbell Arcade restoration works
  • removal of site facilities and the acoustic shed at Federation Square
  • train testing through the tunnel.

Please note the Metro Tunnel Project will take a break from construction on Saturday 21 December 2024 with works recommencing on Tuesday 14 January 2025.

For more information on these works, see the December/January 2024/2025 Town Hall construction update (PDF, 1.6 MB).

Traffic and transport impacts

  • Until early 2025, an on-road pedestrian diversion will be in place on Collins Street, adjacent to the City Square site, while the southern footpath is closed. At times when this on-road pedestrian diversion is unavailable, pedestrians will need to use the northern footpath to continue along Collins Street.
  • From late-January until the end of 2025, Flinders Street westbound (PDF, 1.4 MB) will be closed  between Swanston and Degraves streets. Vehicles will need to detour at or before Russell Street, and then left onto Collins Street to continue their westbound journey. Left-hand turns from Flinders Street westbound onto Swanston Street, towards the Arts precinct, will be maintained.
  • In mid-January for one week, Flinder Lane will be closed (PDF, 194.9 KB) to vehicles between Swanston and Elizabeth streets. Access to properties on Flinders Lane between Russell Street and Regent Place will be maintained, and vehicles exiting this area will be required to travel east to Russell Street under traffic management, and detour using Flinders or Collins streets. For access to properties on Flinders Lane between Swanston and Elizabeth streets, drivers will need to enter Flinders Lane via Elizabeth Street under a contraflow arrangement.

Ongoing

  • Flinders Street eastbound lanes closed between Swanston and Elizabeth streets.
  • Flinders Street southern footpath adjacent to the Federation Square site closed, with pedestrian diversions in place through Federation Square.
  • Left turning lane from St Kilda Road to Flinders Street closed.
  • Campbell Arcade closed.
  • Degraves Subway closed.
  • Temporary holding of traffic on Flinders Lane, Swanston, and Collins streets for up to 3 minutes for deliveries.
  • Ongoing use of boom gate and swing gate controls to pedestrian traffic on Swanston and Collins streets.
  • Intermittent stopping of pedestrians on the corner of Swanston Street and Flinders Lane.
