Construction snapshot for January 2025
Construction works within the State Library Station precinct during January 2025 include:
- Main station entrance construction and underground fit-out works at the La Trobe, A’Beckett and Franklin Street sites.
- Construction of service buildings at the Little La Trobe Street sites.
- Construction and fit-out of the underground passenger connection to Melbourne Central Station.
- Capping beam removal works at the Franklin Street site.
- Public realm works on Swanston, Victoria and Franklin streets.

State Library Station surface works, recommencing mid-January 2025
The following surface works in the State Library Station precinct will recommence in mid-January, following a pause during the festive break. These arrangements will be in place until March 2025.
Swanston Street, outside the La Trobe Street work site and up to A’Beckett Street
- The Swanston Street western footpath adjacent to the work site will close, including the north-south pedestrian crossing at La Trobe Street.
- Pedestrians will be diverted to the eastern footpath to continue north up Swanston Street
- Access for motorists and cyclists travelling northbound on Swanston Street will be maintained via a shared use lane
- During the staged partial footpath closure and kerb works between La Trobe and A'Beckett streets, limited parking will be available in this section of Swanston Street. One loading zone space and one accessible parking space will be maintained.
- Access to businesses, RMIT and residential buildings will be maintained
- Some works will generate intermittent periods of medium to high levels of noise.

Franklin Street, between Swanston and Stewart streets
- These works will be staged to minimise disruption and maintain pedestrian connectivity and business access
- Franklin Street, between Stewart and Swanston streets, will be closed to vehicles and cyclists during these works
- Cyclists travelling northbound on Swanston Street will be required to dismount at Franklin Street and follow the pedestrian detour
- At the Swanston and Franklin streets intersection, the western north-south crossing will be closed. A pedestrian detour will be in place via the eastern side of Swanston Street
- During February, Swanston Street northbound will be closed for traffic and cyclists at the intersection of Swanston and Franklin streets for stormwater drainage works. The pedestrian and cyclist detour will remain in place during this temporary closure, and tram services will not be impacted
- Traffic management and signage will be in place to safely direct cyclists and pedestrians around the work sites
- Access to buildings and businesses will be maintained
- These works are expected to generate intermittent periods of medium to high-level noise, depending on the work activity. Where possible, noisier activities will be programmed to occur during the day

Traffic and transport impacts
Road impacts
- La Trobe Street eastbound lanes closed between Elizabeth and Swanston streets. Vehicles detour via Lonsdale or Victoria streets, cyclists detour via Little Lonsdale Street.
- Swanston Street northbound between La Trobe and Little La Trobe streets is currently a shared lane for vehicles and cyclists.
- Little La Trobe Street closed between Swanston Street and Baskerville Lane. Enter and exit via Elizabeth Street.
- Literature Lane eastern entrance closed. Access maintained via the western entrance.
- A'Beckett Street closed between Swanston and Stewart streets.
- Stewart Street currently 1-way only in a southbound direction.
- Franklin Street closed between Swanston and Victoria streets.
- Franklin Street closed between Swanston and Stewart streets.
Pedestrian impacts
- La Trobe Street northern footpath closed directly adjacent to the work site.
- Swanston / La Trobe Street intersection pedestrian crossings closed between work site and Melbourne Central, and between work site and RMIT.
- Swanston Street western footpath closed adjacent to the La Trobe work site. Pedestrians walking northbound can use the eastern footpath, and pedestrians walking southbound can detour via Little La Trobe Street, then Baskerville Lane or Elizabeth Street.
- Little La Trobe Street northern footpath closed between Baskerville Lane and Swanston Street.
- Little La Trobe Street southern footpath between Swanston Street and Baskerville Lane closed as required from 8pm to 3am Monday to Fridays. Pedestrian access to the Scape building will be from Swanston Street only, and access to all other buildings on Little La Trobe Street will be from Elizabeth Street and Baskerville Lane only.
- Franklin Street southern and northern footpaths closed at times between Swanston and Victoria streets. Access to Melbourne City Baths DDA door maintained.
- Franklin Street southern and northern footpaths closed at times between Swanston and Stewart streets. Access to businesses maintained.
Groundwater monitoring
There will be intermittent partial footpath and overnight lane closures on Victoria, Franklin, Swanston, A’Beckett, Therry and Queensberry streets for groundwater monitoring. Traffic management will be in place to safely guide pedestrians, cyclists and motorists around the work areas.
