Construction snapshot for June 2024

Construction works within the Town Hall Station precinct during June 2024 include:

  • station entrance construction within the City Square, Flinders Quarter and Federation Square sites
  • Flinders Street drainage works
  • Campbell Arcade restoration works including fit-out of the underground passenger connection to Flinders Street Station
  • lift installations within the Degraves Subway at Flinders Street Station
  • removal of site sheds and gantries
  • installation of an underground stormwater tank on Swanston Street
  • water main renewal works on Swanston Street to be completed by Greater Western Water
  • train testing through the tunnel.

Traffic and transport impacts

  • From mid-June to September 2024 the Swanston Street western footpath outside the Flinders Quarter site will be closed to allow for works to construct a new Town Hall Station entrance.
  • From late June for up to 3 weeks, stormwater drainage connection works will take place on Flinders Street. To facilitate these works, the following arrangements will be in place:
    • The Flinders Street westbound lane will be closed between Swanston and Elizabeth streets from 9.30am Thursday 20 June for up to three weeks.
    • There will also be a weekend closure of tram stop 5 at the intersection of Flinders Street and Swanston streets, from 10.30pm Friday 21 June to 11.30am Sunday 23 June. During this time, passengers will need to walk between Stop 4 (Elizabeth Street) and Stop 6 (Russell Street) to continue their journey.
    • During the tram stop closure, a section of the southern footpath will be closed. During all other times, the footpath will be narrowed with pedestrian access maintained.
  • From mid-June to September 2024, there will be works to construct the above ground station entrance, remove the overhead site office and gantries, and install an underground stormwater tank. To enable these works, a section of the Swanston Street footpath and bicycle lane (PDF, 245.8 KB) will be closed:
    • The Swanston Street western footpath at the Flinders Quarter site frontage will be closed between Young and Jackson and the Nicholas Building. Pedestrians will detour to the Swanston Street eastern footpath, or via Degraves Street and Flinders Lane.
    • For one week, the northbound bicycle lane on Swanston Street will be closed between Flinders Street and Flinders Lane from midnight to 5am each night. Cyclists will need to dismount and follow the advice of traffic controllers to continue their journey.


  • Ongoing closure of Flinders Street eastbound lanes between Swanston and Elizabeth streets.
  • Ongoing closure of the Flinders Street southern footpath adjacent to the Federation Square site, with pedestrian diversions in place through Federation Square.
  • Ongoing closure of the left turning lane from St Kilda Road to Flinders Street.
  • Temporary holding of traffic on Flinders Lane, Swanston, and Collins streets for up to 3 minutes to enable the delivery of equipment and materials.
  • Ongoing use of boom gate and swing gate controls to pedestrian traffic on Swanston and Collins streets to facilitate safe truck ingress and egress.
  • Intermittent stopping of pedestrians on the corner of Swanston Street and Flinders Lane for the egress of construction vehicles.
  • Concrete trucks will intermittently park in the loading bay on Collins Street, adjacent to the City Square site for up to 30 minutes to enable concrete testing to take place.
  • Full closure of Campbell Arcade from all entrances whilst Flinders Link pedestrian connection works take place.
  • Full closure of Degraves Subway from Flinders Street Station while lift installation works take place.
